THE INTERNAL RULES AND REGULATIONS
PREAMBLE
1. The Internal Rules and Regulations of Milton Junior School define the rights and duties of each member of the school community:
a. The duty of showing tolerance towards others, in their physical integrity and their freedom of conscience, while respecting their property and work.
b. The neutrality of Milton Junior School which is a guarantee of equality and respect for everyone's identity. The wearing of signs or dresses by which people ostensibly manifest a religious affiliation is prohibited.
c. The obligation for each student to participate in all the activities organized by Milton Junior School which correspond to his/her schooling and to perform any task arising from it.
d. The progressive involvement of students in their educational activities in the context of citizenship education.
e. The respect for the equipment and facilities available to all.
f. The commitment of everyone not to resort to any violence or physical or moral aggression.
g. The commitment of everyone to avoid any form of fraud.
2. By registering at Milton Junior School, all students acquire the right:
a. to undertake his/her schooling in a framework of mutual trust and respect.
b. to have full access to the courses assigned in his/her section.
c. to use the equipment necessary for his/her learning.
3. Students are also expected:
a. to follow the instructions of the administration, teachers and other staff.
b. to respect people and property; common and personal.
c. to submit to the rules of living together.
4. All adults in the school - administrative, teaching, educational or service staff - have the following objectives to:
a. ensure the highest quality of studie for the success and graduation of the greatest number of students.
b. develop the human, moral and intellectual qualities of the young learners entrusted to them.
c. promote the civic spirit, the feeling of belonging to a community whose rules are understood and respected.
d. access to classes and other services of Milton Junior School, are subject to the payment of fees or corresponding costs.
5. All staff and students at Milton Junior School are prohibited from any act of advertisement or sale for their profit or that of another entity within within the Milton Junior School boundary. Any activities of a private nature such as private lessons, sports or recreational activities and acts of commerce are prohibited. Staff must be unambiguous in their behaviour on any subject that may give rise to a conflict of interest.
6. In case of doubt about the official nature of an activity (course, cultural outing, training and sports competitions, clubs), parents are invited to contact the school.
7. Information on Milton Junior School cultural, social, sports, recreational and other programmes is communicated with the Principal's approval. The latter decides by referring to the spirit of this Preamble.
The Milton Junior School Internal Rules and Regulations are adopted by the School Council. They are the rules for everyone and registration at Milton Junior School is an immediate acceptance of these rules.
Re-registration at Milton Junior School is submitted to the Principal's approval annually.
ADMISSION
8. Children born between January 1st and December 31st of the reference year (year in which they turn age 2) may be admitted to the kindergarten ECD A. Admission is subject to availability. For all other classes, the Principal will assess the educational level of candidates for admission by appropriate means (a school report and/or a level assessment). Students are admitted to the requested class dependant upon available places and subject to the payment of Registrations fees. Registration fees are non-refundable and correspond to your contribution to Milton Junior School Development Fund.
9. The enrolment of a student at Milton Junior School is an act of commitment and respect to the Milton Junior School Internal Rules and Regulations.
10. Schooling from Early Childhood Development (ECD) to Grade 6 is organised over three pedagogical cycles:
a. The Early Learning Cycle – Kindergarten ECD A and ECD B
b. The Fundamental Learning Cycle – Primary School Grades 1 – 3.
c. The Consolidation Cycle - Primary School Grades 4, Grade 5 and Grade 6.
11. The objectives of each cycle are defined by the Common Core standards of the Cambridge Curriculum and the Mozambique National Curriculum. The promotion of a student from one level or cycle to another is determined by the Cycle Council and is the responsibility of Milton Junior School Principal.
SECURITY - INSURANCE
12. Security on Milton Junior School campus is the responsibility of all members of the school community. Students in particular, must contribute to the fulfilment of the following:
a. Fire prevention - prohibition against handling flammable materials or objects that cause a fire hazard.
b. Accident prevention - aggressive games and the use of dangerous objects (such as knives, compasses, lighters ...) and the handling of dangerous products are prohibited.
c. Students must play exclusively in the areas assigned to them in their cycle:
i. Kindergarten - restricted to the Kindergarten playground
ii. Primary School - the terrace in front of the classrooms, the assembly point and in the fields (when supervised by a teacher).
13. Students are expected to keep these areas clean and respect the available equipment (plants, benches, games, garbage bins). No student may remain or return to a classroom during breaks, unless authorised. Supervision is provided during recesses by teachers. Any accident, even minor, must be reported without delay to the person on duty who will take the appropriate measures.
14. A written authorisation signed by the parents is obligatory for any school trip organised by Milton Junior School
15. The insurance underwritten by Milton Junior School covers the students against any accident which could occur inside or outside the school while taking part of the activities organised by the latter and during the journey home - Milton Junior School, carried out by a third party.
16. Families are responsible for any and all material damage caused by their children.
17. Milton Junior School is not responsible for thefts or losses of objects on Milton Junior School premises/ Members of the school community must respect all types of properties and equipment.
Access of strangers to school
18. Access to school is forbidden to anyone outside the Milton Junior School community. To enter the School, parents must adhere to the following guidelines:
a. Primary School Grade 1- 6. At arrival and departure, parents or their representatives are not to access the campus. They must wait for their children in the allocated places. If parents wish to meet a teacher or the administration, they must go through the Main Entrance to collect a ‘Visitor badge’ or present their ‘MJS Parent ID’. Parents must fill in the designated Visitors’ book and present themselves at Reception afterwards; the Receptionist will guide them to the desired service. The same procedure is applied for an appointment during the day.
b. Kindergarten. The use of a Personal Identification badge/Parent School ID is mandatory to access Milton Kindergarten School. The check-in procedure is to be completed at the school gate. In the morning, the parents or any other authorized person, accompany the student to the school gate or door of the classroom where they are welcomed by the teacher.
TARDINESS, ABSENCES, EARLY DEPARTURES
19. All students must be present during school hours. Students must comply with all classrooms rules outlined at the beginning of each academic year. Students are not allowed to enter the classroom before 06:30 am. Students are expected to be punctual and attentive at school.
20. Tardiness can only be exceptional and is subject to justification. Only when justification is validated by the administration, will the student be admitted to class. However, in case of repetitive tardiness, the parents are notified and may be asked come to Milton Junior School to meet with the School Principal.
21. Any absence must be justified in writing.
22. Occasional early departure must be requested in advance. When permitted, the parents or an authorised person is expected to identify themselves at the School Reception and collect the student with the notification of the School Principal.

23. Milton Junior School hours at all levels are as follows:

24. Students must leave the school at the end of the school day. Only students who are regularly enrolled in an activity can stay on campus where they are supervised by the activity monitor or the supervisor. Milton Junior School is not responsible for students who arrive before 6:30 am or who linger after 4:30 pm. Parents who come to pick up their children at the end of the school day are asked to be punctual and respect all schedules.
25. Primary school students can only be picked up by the authorised adults. Milton Junior School reserves the right not to entrust a child to an unidentified person.
26. Kindergarten students’ departure procedures are as follows:
a. Bus users leave the school at 3:40 pm on Mondays to Thursdays and at 1:30 pm on Fridays accompanied by the bus attendants on duty.
b. Students whose parents are late are gathered at 3:30 pm and accompanied under the supervision of a teacher to Reception. They are supervised until their parent arrives.
SCHOOL CANTEEN
27. A school canteen service is mandatory for all kindergarten students and optional for Primary students.
PHYSICAL EDUCATION AND SPORTS
28. Physical education is part of compulsory education. Students are required to attend this class wearing Milton Junior School PE uniform - a white T-shirt, maroon shorts and sports shoes. In winter, students wear the Milton Junior School tracksuit. Requests for a class exemption must be occasional and a letter of justification is required. For an extended exemption, a medical certificate is mandatory.
REPORTING- INFORMATION TO PARENTS
29. Student progress reports are issued three times a year for all students. They are signed by the School Principal and handed to parents or legal guardians at the end of each term.
BEHAVIOUR AND ATTITUDE
30. Clean, well maintained uniform and courteous behaviour are required by all students at all times. School uniform is mandatory.
31. The following items are prohibited:
a. jewellery or valuables,
b. cell phones,
c. electronic games,
d. all dangerous objects.
SCHOOL BUS TRANSPORTATION
32. The payment for Milton Junior School Transportation services gives access to a school bus service. Users must comply with the scheduled times and stops. An attendant assigned by the transportation provider, in addition to the driver, is responsible for the supervision during the trips. Students must have a calm conduct and are expected to:
a. Show respect to the bus equipment (knives and dangerous objects are strictly forbidden).
b. avoid jostling at the entrance or exit of the bus.
c. sit for the duration of the trip.
d. fasten the seat belts.
e. avoid shouting.
f. avoid drinking, eating, or chewing.
g. follow the attendant’s instructions.
33. Any breach of these rules may result in the exclusion of the student from the access to this service.
HYGIENE AND HEALTH
34. All members of the school community are invited to ensure that the facilities are maintained in the best conditions possible. Everyone is asked to ensure compliance with the rules of hygiene, especially personal hygiene.
35. Vaccinations requested are mandatory, unless duly justified by a medical advice.
36. Parents are encouraged to inform the School Principal of any health condition that may affect the life of the student or the student's academic performance. For some, an individualised intervention may be set up in order to secure a proper schooling path.
37. The injured or sick student sent to the infirmary by a teacher, will be accompanied by two designated students who will immediately rejoin their class. For students who are required to undergo a long medical treatment while at Milton Junior School, parents are advised to inform the school in writing. Families are also urged to inform the school about contagious diseases, including: rubella, tuberculosis, viral hepatitis, diphtheria, poliomyelitis, meningitis, etc.
38. Students who are ill or who had an accident during the day cannot decide to leave school to return home. The Principal or designated person will immediately notify the family. In the event that the family cannot be reached, the School will take all necessary actions to ensure the child's safety.
39. This regulation also applies to students participating in extracurricular activities, clubs, and field trips.
CULTURAL ACTIVITIES
40. Milton Junior School library is open to Primary school students. They may access the library to check or borrow books. They must not keep the books beyond the assigned deadlines. Any book not returned is to be refunded by the family at a fixed price of 4,000MTN, payable at the School Accounting office.
RELATIONSHIPS WITHIN THE SCHOOL COMMUNITY
41. Away from the information related to schooling, information is disseminated by announcements posted at the school entrance and by notes distributed to students for transmission to parents.
42. Formal, non-educational relationships between parents and Milton Junior School are set through the Parents Committee. All pedagogical questions are to be directed to the relevant teacher with or without the presence of the School Principal.
43. Any meeting with the teachers or the Principal must be by prior appointment. The Principal may propose to bring together an educational team to examine with the family any academic difficulties encountered by a student.
DISCIPLINES -SANCTIONS
44. Any breach of the Milton Junior School’s Internal Rules and Regulations justifies the execution of a disciplinary procedure or an appropriate sanction. The Council of Teachers, under the authority of the Principal, may decide the necessary measures to be taken.
GENERAL INSTRUCTIONS
45. The gifts for teachers on all occasions are closely supervised.
46. Access to classes or any other services of MJS are subject to fee payments.
47. The promotion of any charity action is subject to the Principal’s authorisation.
The current Internal Rules and Regulations also apply to students enrolled in extracurricular activities, clubs, and outings of Milton Junior School.
The current Internal Rules and Regulations may be amended only after consultation with the School Council.
